On your version (1.6.407) SparkBox tried to write its temporary secret file next to a read-only location and hit a permission error, so it stopped before finishing the install. Tom shipped a fix for exactly this in the latest release — it now writes that temp file to a writable spot. Just update and re-add the app: run sudo sparkbox update, then toggle Speed Test Tracker back on from your Apps page and it should install cleanly. If it still stops, paste the fresh log here and I'll get it straight to Tom.
