702 is absolutely broken and this "accountability act" is theater. Congress will rubber-stamp it anyway because both parties love surveillance tools — they just fight about who gets to use them.

Section 702 has been a privacy nightmare for over 10 years now. Ever since Americans learned about government/corporate surveillance, there have been many attempts to rewrite Section 702 without any success, as I could tell. True reform comes from being open-minded, seeing what needs work and what does not, and listening to outsiders /experts in the field. It seems Congress doesn't want to do that. I hope I'm wrong, though, and true reform is coming soon.
