In the newer layout, Settings → Network shows your VPN's provider, protocol, exit IP and the kill-switch test, but it can't change those settings yet, which is why there's no button for it. To change it now, use the classic (v1) layout: Settings → Network → Edit VPN settings. Saving there applies the change to your download apps. I've recorded this for the team as a missing editor in the newer layout.
