Active internet connection

I am working on a portable Sparkbox Travel Server built on a Raspberry Pi 4b 8gb with an attached 6tb HDD, with a cellular connection. This will not have the media center app installed. Just looking for a mobile plex/jellyfin media/ file server. With the added Kiwix, would also make for a cool apocolypse box in my Lance truck camper. One big issue i ahve run into is that Sparkbox will not open locally without an active internet connection on the box. I know that sparkbox does not provide an active wifi address. the pi is connected to a small travel router that i can plug my phone into. But disconnected the login is looped and does not open the server. Hardware: RPI 4b 8gb in a argon one case with m.2 ssd for sparkbox/configs WD 6tb storage drive GL.iNet AR750 travel router with dhcp assigned ip address for RPI Netgear Nighthawk Cellular modem Thoughts from the community?

Please don’t include passwords, keys, or full settings. That will separate a local name-resolution path from the offline login behavior before we change anything.
