Drop a book file in there and it's added to your library on its own. In our test it took about 20 seconds. The file is moved into the library, not copied, so don't use that folder for storage. - Kavita and the built-in Calibre-Web read the same library, so new books show up there too (Kavita after its next scan). The two Calibre apps can run side by side; just edit a given book in one of them at a time. To add it: in the dashboard go to Settings → General → Your box (on the Version 2 or 3 dashboard, press Open Your box first), open Add your own app, type cwa as the id, paste the file from the page, and press Check, add and start. Then open http://<your box address:8091, sign in with admin / admin123, and change that password right away. We haven't tested Calibre-Web-NextGen, so I can't vouch for it yet. I've noted your request for the ingest folder as a built-in option.
