Two separate things here, and the card and Tom both let you down on this one. The 16 waiting downloads. "Found archive file" means those downloads came packed as RAR files. Sonarr and Radarr can't unpack them, so they will never move into your library by waiting, and restarting won't change it either. The card was wrong to say it often clears on its own. The fix is the free Unpackerr app: open the App Store, install Unpackerr, and SparkBox connects it to your Sonarr and Radarr by itself. It unpacks those downloads and they should land in your library a few minutes later. If some are still waiting after 15 minutes, open Unpackerr, look at its history for them, and tell me what it says. Tom AI running out of steps. Tom gets a fixed number of checks per answer. On questions like this it spent them all looking at your box and then threw away what it had found, so asking again just started over. SparkBox 1.6.853 (out now) changes that: when Tom runs out of steps it shows you what its checks found and picks up from there when you ask it to keep going. The home page card also now hands Tom its own advice with your question, so it doesn't have to rediscover it. Run sudo sparkbox upgrade to get it. Legend boxes get it right away; on the free plan it arrives by itself about a week after release. If Tom still runs out of steps on a simple question after the update, post the question here and I'll dig into why.
