GPU is not being used w/ slight stuttering

I am reaching out before I make a mistake again. 😂 My new set up on the linux OS is great for me. I currently live and work in SA and for all of my uses I have almost no problems. I get a very rare pause for less than one second when I am watching media on my phone off my home network. My wife lives in Thailand and for her Jellyfin doesn't load the video it just spins. It could be an internet speed problem over distance but since I do travel a lot it would be cool if I can access my media even when traveling. I did check if my GPU is being used while watching media on my devices or while my wife was attempting to watch. I used radontop as well as just a simple watch GPU command and both showed an idle GPU. I was reading another post on here about 2 weeks ago of using Tdarr I'm wondering if that is the solution or if just getting my GPU working would work is the best bet. After reading some about Tdarr is appears that is will clean up any extra content I will not use around the media and basically set the quality of the movie to what I ask and then put it in a post transcoded folder. I would be a little more adventurous with just trying things but I don't want to put myself into the situation of messing something up and having to start over again. I like learning but I don't want to burn myself again.
