The Edit VPN window is taller than the screen, so the bottom of it (including the Save & Restart button) gets cut off, and rotating to Portrait or zooming the browser out is the current way to reach it — smart workaround. It's a real layout bug in the new dashboard, already flagged to fix so the window scrolls properly and Save is always reachable. You're not doing anything wrong, and your VPN settings do save fine once you reach the button. Appreciate the report!

I checked the current release and this is still open — the Edit VPN window is built on a container that has no height limit or scrolling of its own, sitting in a centred overlay, so anything taller than your screen still overflows past both edges. The rest of the dashboard's dialogs got a max-height and internal scrolling; this one never inherited it. So Portrait or Ctrl-minus remains the way to reach Save & Restart for now.
