Easy way to prove it: watch your free space when a download finishes importing — it drops by the file's size once, not twice. That hardlink is already on by default here, so there's nothing to switch on. I'd leave the downloads where they are so your torrents keep seeding — deleting them stops seeding and doesn't actually free space. But if your free space really IS dropping by double, tell me and we'll dig in, because that'd mean the hardlink isn't catching on your setup.
