When you install SparkBox on Windows it runs inside Windows' built-in Linux, so the Linux side (Ubuntu) is what's actually doing the work — there isn't a separate Windows app. So sparkbox urls runs in that Ubuntu terminal either way: open Ubuntu from your Start menu, type sparkbox urls, and press Enter.
